Unit Meeting and Activity Latest Arrangement (Update on 24 June 2020)
As the COVID-19 pandemic has stabilized and pursuant to the announcement by the government in lifting certain social distancing measures, HKGGA decides to resume the Guiding activities in phases, including unit meetings, activities and training, as follows:

Unit Meetings of Golden Guides
*Remarks: Although the COVID-19 pandemic has stabilized, the association suggests resumption of unit meetings for Golden Guides in September 2020 in order to safeguard our members’ health.
If the sponsoring authorities of the units are elderly centres or elderly homes, leaders may consult with the authorities on the resumption of unit meetings. Leaders should take into account the venue size and preference of their members. |

A. Face-to-face meetings & training activities for adult members
Please refer to the previous circular (Latest arrangement)
B. Unit Meetings of Brownies, Guides and Rangers
- All units can resume unit meetings under the instructions of respective school/ sponsoring authorities in accordance with the aforementioned dates. All meeting should be held under the guidelines of the Association.
- All units should adhere to the requirements stipulated under the Prevention & Control of Disease (Prohibition on Group Gathering) Regulation (the “Regulation”) including but not limited to the maximum number of people allowed at a group gathering, social distancing, and restriction on meal arrangement and requirement of the activity venues.
- To lower the risk of disease transmission among members during unit meetings, besides the aforementioned Regulation, all units should abide by the safety rules of the Association about the ratio of adult to member ( Brownie 1:8, Guide/Ranger 1:12 ), so as to ensure sufficient manpower to implement precautionary measures, remind members to avoid close contact with peers and maintain good personal hygiene, etc., during the unit meeting.
- Participants should take precautionary measures (see the list below).
- Guiders should follow to the Association's guidelines (Unit Meeting Guidelines).
- All members are required to submit the Declaration Form for Travel History and Health Status to Guider in the first meeting after resumption. Guiders should fill in this form as well and keep the records. (Annex 1 of Guidelines).
- Members need to take a temperature measurement before depart to the meeting, and bring the signed Temperature Record Sheet (Annex 2 of Guidelines) to Guider. Guider should take a temperature measurement for members and participants before they enter the venue.
- Adequate amount of contingency masks and hand hygiene supplies (e.g. liquid soap and alcohol-based hand sanitizer) should be reserved for the ad hoc needs of the members.
C. Guiding Activities (including Headquarters, Division and District), Face-to-face meetings and training activities for adult members
- The activity should adhere to the requirements stipulated under the Regulation including but not limited to the maximum number of people allowed at a group gathering, social distancing, and restriction on meal arrangement and requirement of the activity venues.
- Please limit the duration of activities to half a day. If a full-day program is required, the person-in-charge should make necessary arrangements to avoid having meals in groups.
- Person-in-charge should seek for the advice from responsible Assistant Chief Commissioners or Deputy Chief Commissioners about the ratio of staff to participants, to ensure sufficient manpower to implement precautionary measures, remind participants to avoid close contact with peers and maintain good personal hygiene, etc., during the event to lower the risk of disease transmission among participants.
- Participants should take precautionary measures (see the list below).
- All participants and staff are required to submit the Declaration Form for Travel History and Health Status.
- Adequate amount of contingency masks and hand hygiene supplies (e.g. liquid soap and alcohol-based hand sanitizer) should be reserved for the ad hoc needs of the participants.
D. Precautionary Measures
When attending unit meetings or activity/meeting, members must follow the following instructions:
- Wear surgical mask in all areas
- Reserve adequate spacing during unit meetings, activities, meetings, training
- Member should not attend any unit meeting/activity/meeting under the following circumstances:
- fever;
- feeling unwell;
- travelling outside Hong Kong in past 14 days prior to the event;
- had contact with confirmed cases of COVID-19 infection in past 14 days prior to the event;
- undergoing 14-day medical surveillance after returning to Hong Kong; or
- undergoing 14-day medical surveillance after returning from the countries with quarantine restrictions imposed by the HKSAR Government.
- Persons take care of/ living with Brownies/Guides are reported with the above cases
- Reduce social contact such as shake hand or chit chat.
